The project focuses on the following topics:

Modernisation of the civil registry and vital statistics system (CRVS) in Mozambique

Improvement of the new electronic civil registry and vital statistics system (ECRVS)

Improvement of the interoperability process between the Ministry of Justice, Constitutional and Religious Affairs – DNRN (responsibility for the process of civil registration) and the National Institute of Statistics – INE to obtain births and deaths data in a robust and efficient way
Objectives
Overall objective.
Specific objective. The specific objective of the project is to strengthen the capabilities of the Ministry of Justice, Constitutional and Religious Affairs (MJCR) – in particular the National Directorate for Registry and Notaries (DNRN) – and its partners (including the National Institute of Statistics – INE) in implementing the new electronic civil registry and vital statistics system (ECRVS) across the Country.
The project started work on September 1st, 2022 with a duration of 24 months. Therefore, its activities should be completed by end August 2024.
The Italian National Institute of Statistics (Istat) contributes to the project as a technical partner, working primarily with its “twin” Institution (INE) for improving the process of collection and production of vital statistics, also thought the enhancement of interoperability with the ECRVS system.
Activities – to be jointly implemented by Istat and INE, with the participation of DNRN, considering its responsibility for the process of civil registration – have been organized into two main components (IT Component and Statistical Component) as presented below:
IT Component
- Technical support for developing a system to exploit the DNRN API
- Technical support for developing a relational DB for data storage
- Technical support for designing a dashboard to monitor data flow
Statistical Component
- Technical support for improving vital statistics quality and analysis of data coverage
- Technical support for designing a metadata system
- Technical support to improve interoperability with the Ministry of Health in order to streamline the process of deaths data collection and allow the sharing of births data with the DNRN system
