Istat is governed by the President and the Governing Board which programme, orient and evaluate the activities of the Institute, particularly its scientific and technical activities, and those of senior management.

The President is appointed by Decree of the President of the Republic on the proposal of the Prime Minister, following deliberation by the Council of Ministers. The President is selected from among full professors of statistical, economic and related subjects; his term of office lasts four years and may be renewed once only. He is the legal representative of the Institute with regard to issues of a general nature, oversees Istat’s performance and ensures its technical and scientific coordination. He attends to relations with institutions and international organisations. He verifies the implementation of guidelines expressed by the Governing Board, to which he reports periodically.

Istat’s President is Francesco Maria Chelli, appointed by Decree of the President of the Republic of 30 May 2024.

Full Professor of Economic Statistics at the Department of Economic and Social Sciences of the “Giorgio Fuà” Faculty of Economics of the Polytechnic University of Marche since 2006, Professor Chelli was also Director of the Department of Economic and Social Sciences at this University, Dean of the Faculty of Economics, and the university representative for the University Network for Peace. He presided over the Italian Society of Economics, Demography and Statistics for two terms.

In 2021 he won the selection for Director of the Department for Statistical Production of Istat, a position he held until 2022. From 2022 to 2023, he was a member of the Institute’s Council. Subsequently, upon the expiry of President Blangiardo’s mandate, after having been in charge of the legal representation and ordinary administration of the Institute, as a senior member of the Council, he assumed the role of Acting President of Istat starting from 9 May 2023.

Among the main research topics of Professor Chelli, who is the author of over one hundred articles published in scientific journals and has participated in internationally significant scientific research and teaching projects, there are Poverty and living conditions, Labor market dynamics, Territorial disparities, Settlement patterns and urbanization, Statistical Indicators of sustainable development, Methodological advances in national accounting, and Composite indices for the strategic evaluation of economic dynamics, the environment, and public policies.
