12 Bes indicators in the MEF report to Parliament

The Law no. 163/2016, which reformed the Italian Budget law, introduced a limited number of indicators of equitable and sustainable well-being, selected from the Bes framework, into the cycle of economic and budget planning. This innovation commits the Ministry of Economy and Finance (MEF) to consider in the definition of policies and in the evaluation of their effects also the dimensions related to well-being, in addition to those more strictly related to the economy.

A first set of 4 indicators was analyzed in the DEF 2017. For this indicators a trend and programmatic forecast of the future trend was included and subsequently referred to in the first Report on BES indicators presented to the Parliament by the Minister of Economy and Finance in February 2018.

After the first Report to Parliament on well-being indicators released in 2018, the sixth Report to Parliament is now presented, in which the recent evolution of all 12 indicators is commented together with the forecasts for the period 2022-2025 for eight indicators (Adjusted gross disposable income per capita, Disposable income inequality, Non-participation rate, Emissions of COand other greenhouse gases, Absolute poverty, Healthy life expectancy at birth, Overweight or obesity, Early leavers from education and training). In addition, for the first time, the forecast of an indicator of civil justice efficiency was provided: the disposition time.

For this publication Istat provided the 2021 updates of the complete set of the 12 equitable and sustainable well-being indicators, mainly based on final data but also, when it was necessary to ensure timeliness, based on provisional data and ad hoc estimate models.
