Bes indicators in the 2019 Economic and Financial Document

In 2017, 12 indicators were selected from the BES (Equitable and Sustainable Well-being) framework, and since then have been included in the DEF (Economic and Financial Document). The utilization of these indicators to define the politics economic was established in the law 163/2016 (Balance Reform) that fixed an innovative decision: to consider all possible impacts of the measures indicated in the DEF concerning the main well-being dimensions on the Italian population.

An initial set of 4 BES indicators were analyzed by the MEF (Ministry of Economy and Finance) and included in the 2017 DEF. In April 2019, for the third time, the MEF presents in an annex to the DEF some analyses on the observed and estimated evolution of the 4 indicators. The two trend and programmatic simulations elaborated by the MEF for the 2019-2022 period permitted to appreciate all differential effects of the measures considered in DEF on the relevant aspects of well-being. For the other 8 indicators selected, the MEF does not provide any forecasts, but analyzes in detail the evolution observed in recent years.

The time series the 12 BES indicators was updated by Istat, in compliance with Law no. 163/2016, in collaboration with other organizations like SISTAN and CRESME. By an important methodological and organizational effort, Istat could provide the MEF with 2018 updated data in only three months after the end of the survey period.
