The estimates are cross-classified by province, by sex and by two broad age groups (15\u201364 years and 65 years and over), and represent an important step forward in the production of health indicators with a high territorial resolution.<\/p>\n\n\n\n<p>The SFL indicator, collected within the European Health Interview Survey (EHIS, 2019), measures the prevalence of severe limitations in sensory, motor or cognitive functions, according to the bio-psycho-social approach of the World Health Organization (ICF). This type of information is essential for monitoring the health and the autonomy of the population, and of older people in particular, and for supporting the planning of more effective and better targeted health and care policies.<\/p>\n\n\n\n<p>The methodology adopted makes it possible to overcome the limits of direct estimates, which are often unreliable in subdomains that were not planned in the sampling design. Combining survey data with contextual administrative and sociodemographic sources \u2014 among them the INPS databases and the Integrated System of Registers (SIR) \u2014 brings a significant improvement in statistical precision.<\/p>\n\n\n\n<p>The method is based on an area-level mixed model, with a logarithmic transformation applied to the variable of interest. The level of detail adopted for the modelling ensures compliance with privacy protection rules. The estimates produced are finally made consistent with the official figures released by Istat at regional level, through benchmarking methods.<\/p>\n\n\n\n<p>The results show a marked improvement in the accuracy and the coverage of the information: the SAE estimates are reliable in all 428 domains considered, against 166 cases of direct estimates that could not be published because of excessive uncertainty. The information produced makes it possible to identify more precisely the areas of the country with the highest incidence of functional limitations, strengthening the information system for monitoring the Essential Levels of Care (LEA) and for supporting the policies envisaged by the PNRR.<\/p>\n\n\n\n<p>This experimental work responds to the recommendations of the European IESS Regulation (No 2019\/1700) on the use of indirect methods to improve information coverage, and it feeds the Istat information system \u201cDisabilit\u00e0 in Cifre\u201d. The estimates may also contribute to broadening the information offer of the \u201cBenessere dei Territori\u201d (BesT) project.<\/p>\n\n\n\n<p>To support the interpretation of the results, thematic maps are available showing the territorial distribution of the SAE estimates for the severe functional limitations (SFL) indicator at provincial level, classified by broad age group (15\u201364 years and 65 years and over) and by sex. Each map of the estimates is paired with a map of the corresponding coefficients of variation (CV), expressed as percentages, which is useful for assessing the precision of the estimates.
