President










Istat's government bodies are the President and the Board which program, direct and evaluate the activities, particularly the technical-scientific ones, of the Institute and of the top management.

President of ISTAT since August 4th, 2009.

From January 2001 to July 2009, he was Chief Statistician and Director of the Statistics Directorate of the Organization for Economic Cooperation and Development (OECD) in Paris, where he designed and implemented a thorough reform of the Organization's statistical system, founded the World Forum on "Statistics, Knowledge and Politics" and launched the Global Project on the "Measurement of Progress in Society".

Since 2002, he has been a Professor of Economic Statistics at the Economics Department of the University of Rome "Tor Vergata".

He has authored numerous publications and is a member of important national and international committees. These include the Committee that the French President Nikolas Sarkozy established on "Measuring Economic Performance and Social Progress". He is President of the Global Council on "Benchmarking Progress in Societies" established by the World Economic Forum.

From 1983 to 1989, he was a researcher at ISTAT, and from 1989 to 1991 he was the Research Director at the "Istituto Italiano di Studi sulla Congiuntura" (ISCO - Italian Institute for Research on Economic Progress. Returning to ISTAT in 1993, he became Director of the Department of National Accounting and Economic Analyses, and in 1997 he was selected to Chair the Department of Economic Statistics, a position he held until December 2000.



Curriculum Vitae


Born in Rome on June 6th, 1957, married with two children.

In 1981, he received a bachelor's degree with academic distinction in Economics and Commerce at the University of Rome "La Sapienza," where he defended a thesis on "Technologies and Combinations of Factors in Developing Countries."

In addition he received his post-graduate education at the Institute of Political Economics at University of Rome "La Sapienza" in the field of applied economic analysis, with a focus on the statistical/econometric analysis of the cyclical progression of economic systems.

In 1982, he joined the National Institute of Statistics as a researcher, focusing on national accounting and economic analysis. From 1989 to 1991, he was the Research Director at the ISCO, where he concentrated on financial/monetary statistical and economic analysis.

In 1992, he returned to ISTAT and in 1993, he was selected to direct the Department of National Accounting and Economic Analysis. In 1997, he was Chair of the Department of Economic Statistics at the Institute.

From 2001 to 2009, he was the Chief Statistician of the Statistics Directorate of the Organization for Economic Cooperation and Development (OECD) in Paris.

Under his guidance, the OECD would innovate several of its own products and develop a statistical information system, the components of which are being used by various international institutions (International Monetary Fund, UNESCO, etc.). In addition, in 2004 he organized the first Global Forum on "Statistics, Knowledge and Politics" as a platform for launching a global research project on "Measuring Societal Progress," headed by the OECD in collaboration with the European Commission, the World Bank and the United Nations.

Since 2002, he has been a Professor of Economic Statistics at the Economics Department of the University of Rome "Tor Vergata".

He was a member of the Governing Board of FORMSTAT (Italian Consortium for statistical training), the Strategic Committee on the introduction of the Euro and the Consulting Nucleus for the implementation of guidelines for regulating public utility services (NARS), a group that was established at the Ministry of the Treasury.

He has also been a contract-based professor for numerous Italian universities and a scientific board member of many Italian and international research institutes (SIS, ISI, CIDE, OCSM, ISMEA, Excelsior, ISCONA, INSOR, Mattei Foundation).

He has authored numerous articles in the fields of statistics and economics, as well as two books: "Economic Statistics," published in 2006 by Il Mulino, and "Public Need, Monetary Policy and Financial Markets", published in 1992 by Franco Angeli.

He has also edited numerous editions of ISTAT's Statistical Annals series and other volumes published by Il Mulino, Il Sole-24 Ore and Liguori.
